The last time I went to Giant to do a deal like this, $5 off instantly when you spend $20, I also had coupons on the items. I bought $20 worth of products and the $5 didn’t come off. When I asked about it, I was told it was because the total had to be over $20 after the coupons came off. Has this happened to anyone else?

It depends on your store. Some store’s registers are programmed before coupons.
