It looks really cute and will take some time because of the hand sewing. But it should be fairly cheap, felt and clip should be less than $2.
They sell the colors required for this at the Dollar Tree in packs. You can also buy single sheets of felt for 25 cents at some Walmarts.
The clips are at the Dollar Tree in mulitpacks as well.
Then you'll need needle and thread and scissors.

You will need to draw out a tree as your pattern. If you wanted the exact shape, right click the picture and save it to your desktop. Then print it and trace it.
